Base Location: Unity Health, 5 Station Road, Chinnor, Oxfordshire, OX39 4PX (with travel across Phoenix Health PCN practice locations, including Haddenham Medical Centre and Cross Keys Practice)
Salary: £15.00 per hour (£19,500 per annum)

Working Pattern: Part-time, 25 hours per week

We are acting on behalf of FedBucks Ltd to recruit a proactive and organized Operations and Workforce Lead to support the effective delivery of priorities across the Phoenix Health Primary Care Network (PCN).
In this key role, you will work closely alongside the Clinical Director, PCN Manager, and local Practice Managers to spearhead operational delivery, workforce planning, resource optimization, and project implementation. You will ensure that network resources—including Additional Roles Reimbursement Scheme (ARRS) personnel—are deployed efficiently to meet the healthcare needs of our local communities across Buckinghamshire and Oxfordshire.
1. Operations & Service Delivery
Coordinate the day-to-day operational delivery of PCN services, programs, and strategic priorities.
Establish and maintain effective systems and processes to drive efficiency, monitor work plans, and manage operational risks across member practices.
Facilitate collaboration between practices and key stakeholders to support quality improvement and service redesign initiatives.
2. Workforce Planning & Optimisation
Lead workforce planning activities across the PCN, tracking capacity, productivity, and utilization.
Coordinate the effective deployment, recruitment, onboarding, and retention of ARRS-funded roles.
Identify workforce gaps and develop actionable reports and recommendations to inform strategic decision-making.
3. Performance, Reporting & Project Management
Monitor delivery against PCN contractual requirements and PCN DES objectives.
Analyze complex workforce, activity, and service data to produce meaningful performance dashboards and assurance reports for the Clinical Director and PCN Board.
Manage projects and change initiatives, tracking milestones and promoting a culture of continuous improvement.
Essential Criteria
Experience: Proven operational management and workforce planning experience within healthcare, primary care, the NHS, or a comparable environment.
Project & Data Skills: Strong project management abilities, with a proven track record of leading service improvement initiatives and analyzing/interpreting performance data.
Attributes & Abilities: Excellent organizational, planning, communication, and relationship-building skills; proactive, solution-oriented, and resilient under pressure.
Qualifications & Requirements: Educated to at least GCSE standard, holding a full clean driving licence and the ability to travel across network sites.
Desirable Criteria
Prior experience working within GP practices or Integrated Care Systems (ICS).
In-depth knowledge of Primary Care Networks, PCN DES requirements, and the Additional Roles Reimbursement Scheme (ARRS).
Hourly rate of £15.00 (£19,500 p.a.)
