Pay Rate: £25 per hour
Contract Type: Fixed-term (12 months)
Working Pattern: Part-time, 15 hours per month

We are acting on behalf of FedBucks Ltd to recruit an experienced and ambitious PCN Manager to provide high-level strategic leadership, robust governance, and organizational support to the Phoenix Health Primary Care Network (PCN).
This is a flexible, part-time position ideally suited to an established Primary Care or NHS leader. Working closely alongside the Clinical Director, PCN Board, and member practices (which cover Unity Health, Haddenham Medical Centre, and Cross Keys Practice), you will play a pivotal role in shaping the network's future direction, ensuring the successful delivery of strategic priorities, and supporting the operational leadership provided by the PCN Operations & Workforce Lead.
1. Strategic Leadership & Business Planning
Support the Clinical Director and PCN Board in formulating, delivering, and reviewing the network's annual business plan and strategic objectives.
Translate agreed strategic priorities into clear, actionable operational workflows.
Identify opportunities to drive efficiency, enhance collaboration, and improve patient-centred care across all network practices.
2. Governance, Board Support & Compliance
Coordinate and support PCN Board meetings, including preparing agendas, high-quality reports, and maintaining accurate minutes and action logs.
Ensure full compliance with the PCN Directed Enhanced Services (DES), national guidance, and local contractual requirements.
Maintain oversight of the PCN risk register, governance documentation, information governance standards, and policy frameworks.
3. Line Management & Performance Oversight
Provide line management, regular 1-to-1 check-ins, mentoring, and professional guidance for the PCN Operations & Workforce Lead.
Monitor key performance indicators (KPIs), operational reports, and financial budgets to provide performance assurance to the Board.
Address areas of risk or underperformance by developing collaborative improvement plans alongside senior clinical leaders.
Essential Criteria
Experience: Significant management experience within General Practice, Primary Care, or the NHS, including previous experience in a Practice Manager, PCN Manager, or equivalent healthcare leadership role.
Governance & Leadership: Proven experience supporting Boards, committees, or senior leadership teams, with a strong grasp of NHS governance structures, PCN DES, and workforce/financial management.
Skills & Knowledge: Excellent organisational, planning, and analytical skills, paired with top-tier report-writing, minute-taking, and IT literacy (Microsoft Office 365).
Personal Attributes: A collaborative, professional, and approachable leadership style; calm under pressure; and capable of influencing and building effective stakeholder relationships.
Requirements: Educated to degree level (or equivalent experience) and holding a full clean driving licence with the ability to travel across sites.
