As Northern LGPS enters an exciting new phase to establish a new FCA-authorised investment management company, we are seeking a strategic, commercially astute Procurement Manager. In this vital role reporting to the Finance Director, you will lead the end-to-end procurement lifecycle, shape procurement strategy, manage sourcing activity, and ensure full compliance with the Procurement Act 2023.
As Procurement Manager, you will play a key role in ensuring procurement is strategic, compliant, and delivers value for money across the organisation. Key responsibilities include:
Strategy & Framework: Developing and maintaining Northern LGPS’s procurement strategy, policies, and framework, ensuring compliance with public sector legislation (Procurement Act 2023).
Sourcing & Tenders: Leading competitive sourcing and tender exercises across investment services, technology, operational support, and professional services.
Evaluation & Contracts: Designing fair, transparent supplier evaluation processes and coordinating contract negotiations in close collaboration with Legal and the Third Party Relationship Manager.
Value & Efficiency: Identifying opportunities to deliver savings, efficiencies, and cost optimisation across third-party spend while managing procurement budgets.
Governance & Advisory: Acting as the subject matter expert on public procurement, providing guidance across the organisation and delivering reporting to senior leadership and governance committees.
We are looking for an experienced procurement professional who brings:
Proven expertise in end-to-end procurement, sourcing, and category management.
Strong knowledge of public sector procurement legislation, governance, and compliance.
Experience in competitive tendering, supplier evaluation, and contract negotiation.
A strong track record of delivering value for money, cost savings, and commercial efficiencies.
Excellent stakeholder management and communication skills.
