Business Design Manager (SC or DV Cleared) – Central Government Transformation
Location: London / Hybrid (approx. 1 day per week in London)
Day Rate: £550 – £635 per day
Contract Length: Initial engagement through to March 2027

We are supporting a leading consultancy on a major transformation programme within Central Government and are looking for experienced Business Design Managers to join a newly established team.
This is a hands-on transformation role focused on redesigning complex operational services in response to shifting policy, operational, and technology requirements. This is not a traditional project management position; you will be taking ambiguous problems and turning them into practical, future-state solutions.
Map and analyze complex end-to-end operational processes, developing clear As-Is and To-Be process designs.
Translate high-level policy and strategic objectives into practical operational changes.
Facilitate workshops with a diverse group of operational, policy, digital, and senior stakeholders.
Identify process, technology, data, and organizational requirements.
Work closely with digital teams to translate business needs into robust system and technology requirements.
Help design solutions that can move rapidly into pilot and testing phases.
Produce clear documentation, strategic recommendations, and stakeholder presentation packs.
Work autonomously while maintaining alignment with the wider transformation programme.
Strong, proven background in business/process design, operating-model design, business architecture, or process transformation.
Excellent process-mapping capability and experience with requirements gathering.
Experience delivering transformation within Central Government or the wider public sector.
Strong workshop facilitation and stakeholder-management skills with the confidence to guide senior leaders.
Experience working across operational, policy, and digital/technology teams.
Beneficial: Experience within the Home Office, immigration, law enforcement, or government digital delivery approaches (Discovery, Alpha, Beta, Pilot).
Security Clearance: Active SC clearance is advantageous, though candidates who meet eligibility requirements and can undergo the clearance process will also be considered.
