The Opportunity

We are seeking two experienced contractors (Business Analyst and Business Change Manager) to start ASAP on a high-profile transformation programme for a London-based Local Authority.

Please note: Direct, demonstrable experience working within a consultancy (either a Big Four or boutique firm) combined with on-site experience working directly for a local council is strictly required and non-negotiable for these positions. These are non-technical change roles requiring exceptional stakeholder engagement and relationship-building capabilities at the senior level.

Role Breakdown & Key Details

• Business Analyst: £700 per day (Inside IR35) | Contract until end of March 2027

• Business Change Manager: £850 per day (Inside IR35) | Contract until end of March 2027

Key Responsibilities

• Partner with senior council stakeholders to scope, shape, and drive non-technical business change and transformation.

• Lead detailed requirements gathering, process mapping, and impact assessments (for Business Analyst applicants).

• Design and implement comprehensive change management, stakeholder communication, and adoption strategies (for Business Change Manager applicants).

• Facilitate workshops and bridge the gap between council leadership, internal teams, and external consultancy partners.

• Ensure all transformation activities align smoothly with local authority objectives through to March 2027.

What We’re Looking For

• Essential: Mandatory background working in a consultancy (Big Four or boutique) with past on-site deployment experience inside a Local Authority/Council.

• Proven track record operating as a senior Business Analyst or Business Change Manager.

• Exceptional stakeholder management, communication, and relationship-building skills tailored for public sector environments.

• Ability to step on site in London on a hybrid basis and start immediately.
